The thing about all boost systems is that you will always have the most power thermal and voltage headroom(and therefore most clock speed) when the CPU isn't doing anything.
I had a 2700X that would only hit 4.35GHz if you were sitting on desktop moving the mouse any other single core workload and it would run around 4.25. So this isn't a new thing.
I'm surprised it took people so long to notice how AMD's boost works.
