Msvcrt40.dll File is Missing?

I keep on getting this error telling me this file is missing and I was wondering how I could fix it. I was removing some unwanted programs from my laptop when the error started appearing. I also got another error about windows file protection or something needing the XP service pack 3 which I don't have... My laptop crashed the other day, could these errors be why? Thanks in advance
