Ok, so it's not just me then. A buddy of mine has a Phenom x4 and 5870 on XP x64 and I have a Q9550 @ 3.5ghz and 5870 on Win7 x64 with a RAID0 drive setup and not once have I entered the game before him or even shortly after him.

Connecting to the same server (which only plays atacama desert, so load times are for the same map) this is what I get timed from when the load screen appear until I saw the new screen of the gameplay appear (in order of testing):
                  dx11 test1: 48seconds
                  dx9 test1: 23seconds
                  dx10 test1: 62 seconds
                  dx11 test2: 48seconds
                  dx10 test2: 61seconds
                  dx9 test2: 22seconds

Of course, a +/- 2second margin of error should be assumed because the loading screen fades in as does the gameplay screen, which seems to take 1 second for each fade in. I believe this is due to how my monitor adjusts brightness levels after the screen goes black, so I'm not necessarily starting/stopping at the same time each time. Whatever the case, that margin of error is well below the significant time differences I accrued with my stopwatch.

Using dx9 is not an option because of the horrid flickering inherent when using an ATI-based card and dx9. My 8800GS I was using last week (still on Win7 with nvidia) did not have the flickering on dx10 and I can't recall if I ever used dx9. I never timed the loading with nvidia because I expected longer with a current generation game and wasn't bothered, but once I switched to this ATI card and enabled dx11, I started thinking the game files had become corrupt because the load times seemed to be more than twice as long compared to my nvidia card. Nope, it's just ATI & dx11. I can assure everyone that my 8800GS using dx10 did not take one minute to load :/

This is likely to be a driver issue on ATI's end rather than a problem that DICE needs, or is even able, to fix. I've never owned an ATI card because of their history with crappy drivers and I was certain those days were over, but I seem to have been wrong. However, DICE certainly could lend ATI a hand since they have such an awesome dx11-based game with a huge fanbase.

So yeah, I don't think we need to point the finger at DICE here...but game developers are often the ones that go to the companies which created the drivers and bug them to fix the issues, so we can politely ask DICE to help out there =]
